Since 1993, the Law Firm Spiliopoulos & Partners has been closely monitoring ongoing developments and changes in Administrative Law and the evolving case law of the Administrative Courts. The firm provides legal support and services to individuals, as well as to legal entities governed by either public or private law. Its practice focuses in particular on matters related to public procurement, public tenders, and claims against the State (on behalf of public servants or private individuals), as well as on the representation of public bodies, local government authorities, and other legal entities under public law.

The Firm’s services in the field of Administrative Law are broadly categorized into two main areas:

  1. I) Claims against the State – Public Legal Entities – Local Government Authorities
    (on behalf of employees, pensioners, and legal entities)
  • Legal support on labor law issues
  • Representation before Administrative Courts throughout Greece and the Council of State (Supreme Administrative Court)
  • Information and advisory support to employee associations
  • Social security and pension law matters
  • Claims for monetary compensation by private individuals and legal entities due to the State’s civil liability
  • Public procurement law, both at the national legislative level and within the framework of European substantive and procedural law
  • Provision of legal opinions and support on public law matters
  • Representation before the General Court of the European Union and the European Court of Human Rights
  • Representation of Local Government Authorities and Public Legal Entities

 

  1. II) Public Tenders and Contracts
  • Legal support for businesses and individuals participating in public tenders, providing specialized legal protection and litigation support throughout all phases of the tender process, including both the preparation and execution stages of public contracts (administrative approval, tender notice, announcement, decision, award, and conclusion).
  • Formation and preparation of participation dossiers for public procurement of works, studies, and supplies.
  • Monitoring the progress of tender stages and validating participation to ensure compliance with eligibility criteria and award selection requirements.
  • Legal coverage and support during the tender process and representation in all levels of administrative courts for dispute resolution between the state and contractors through lawsuits, appeals, and annulment requests.
  • Submission of objections and preliminary appeals before contracting authorities to claim participation rights and contract awards, as well as legal protection for all types of disputes arising during the tender process and contract execution stages (nullities, compensation claims, breaches of tender terms, prohibited direct awards, etc.).
  • Filing of interim measures and annulment petitions before competent courts in the context of contract award procedures, to secure participation, review tender terms, and exclude other competitors.
  • Drafting, negotiation, and review of contractual documents related to public works contracts, services, studies, consultancy services, and concession agreements: contract – general and special specifications of obligations.
  • Contract execution: claims and enforcement of fees and compensation, new and additional works, contract amendments.
